HTR Engineering has serviced the following Naval SPO’s with a range of Maritime skill sets from Naval Architecture to Maritime Systems Engineering. Since 2009 we have worked with the following Maritime System Program Offices:
 

HSPO

The HSPO requires both Systems Engineering and ILS Support Services for the Armidale Patrol Boats. HTR Engineering provides a team of two engineers who provided ILS and Systems Engineering oversight and support to the systems engineering requirements of the Armidale Patrol Boats based at HMAS Cairns.

  • Technical Data Manager: The HSPO required a suitably qualified ILS Practitioner to perform the duties of HSPO Technical Data Manager (TDM).  The TDM will drive the efficient and effective management of data within HSPO and will be required to use various tools within HSPO environment including Objective, Army Technical Data Centre interfaces, Dynamic Object Orientated Requirements System (DOORS), Configuration Management Tool – Marine and Land (CMT-M and CMT-L), Asset Management and Planning system (AMPS) and the HSPO Technical Regulatory Management System (TRMS). Under limited direction, the TDM (ILS Practitioner) has undertaken a variety of moderately complex tasks related to monitoring and maintaining the design of the Hydrographic Systems Program Office (HSPO) managed platforms and systems in the sustainment stage of the materiel life cycle. 
  • Systems Engineer: The Hydrographic Systems Program Office (HSPO) required a suitably qualified Survey Motor Launch – Life of Type Extension Electrical Engineer to perform duties within the HSPO Engineering Department. The Survey Motor Launch – Life of Type Extension (SML LOTE) involves the replacement / modification of Paluma Class SML Ship systems. The SML LOTE Program is of a complex nature involving a significant level of systems integration. The Engineer needed a detailed knowledge of and experience in maritime electrical systems plus a detailed understanding and knowledge of Engineering and Configuration Management procedures.
  • Procurement and Contract Management: This position had to prepare and process procurement documentation in support of Amphibious and Hydrographic Sustainment Department’s procurement plans. Also, we had to assist in the development of budget estimates, utilising appropriate costing models and planning factors as advised by the HSPO Budget and Finance Manager (BFM).

HTR Engineering also had to ensure the quality assurance and report budget performance variations and assist with the preparation of monthly management reports.

PBSPO – PATROL BOAT SYSTEMS PROGRAM OFFICE – ACPB Performance Manager

The PBSPO Performance Manager will lead a small team coordinating and raising performance reports associated with the Materiel Sustainment Agreement Product Schedule between Navy and DMO and will also be responsible for measuring the performance of the In Service Support Contractor (ISSC) for delivery of the required number of available patrol boat days. We were to provide routine daily, weekly and monthly reports to Navy and the DMO Chain of Command to demonstrate achievement against agreed KPIs embedded with the Materiel Sustainment Agreement between DMO and Navy.  This required having an in-depth knowledge of the KPIs within the ISSC and within the MSA Product Schedule and for drafting PBSPO input to any changes of these KPIs.

MCDSPO Mine Clearance Diving Systems Program Office MCDSPO Configuration Management

Since 2013 the MCDSPO has engaged with HTR Engineering a Configuration Manager at the MCDSPO HMAS Waterhen, Sydney. The deliverables of the Configuration Manager’s position were to complete the review and revise SPO Configuration Management Plan. HTR Engineering’s Consultant had to completely review and revise SPO Configuration Management Procedures. This involved the establishment of procedures and subsequently provide Configuration Status Accounts for all MCDSPO product lines two weeks prior to Configuration Control Boards. Furthermore, we had to establish procedures and subsequently provide complete listings of Configuration Items for all MCDSPO product lines together with appropriate documentation that adequately describes the item. This included the establishment of procedures and to produce a plan for the incorporation of approved configuration changes including confirmation that all associated logistic support activities have been completed. HTR’s Engineer had to complete the review and revise SPO Configuration Management Plan. This work has included the establishment of procedures and subsequently provide regular Configuration Status Accounts. We also had to develop a complete listing of Configuration Items for all MCDSPO product lines.

FFGSPO Garden Island Marine Mechanical Engineering Support

The FFGSPO uses a Configuration Management Tool (CMT) called Team Centre to manage and control Configuration of FFGs. This database has over 1000 active change records (deviation or configuration change proposals). The Mechanical Engineer under limited direction, perform novel, complex or critical work in the Marine/Mechanical Engineering and configuration management discipline within FFGSPO that will result in closure of Seaworthiness Board Corrective Action Request (SCAR). The two (2) HTR Engineering Mechanical Engineers were asked to prepare project briefs and reports. To perform Physical Configuration Audits (PCA) on the ship to establish installation status of the CCPs and SG2s. They would also update CMT with the data gathered during PCAs and other records available within FFGSPO to ensure CMT reflects configuration of the ship. In turn they would have to analyse data from CMT and other databases and spread sheets and produce and report on various aspects of ships configuration. Later on based on the review of TM188s (Engineering Change Directives), analysis CMT data and PCA result prepare a matrix with the following details: Status of Incorporation of Engineering Changes on FFGs and Availability of ILS products and effect of Engineering changes on Ship’ Selected Records (SSRs).

Based on the result of PCAs and drawings in the TM188s, redline mark-up SSRs. Also, review SSRs produced by contractors / draftsman / technical writers, and provide comment and recommend suitability for acceptance by the Commonwealth. They were also required to; review SG2s and take action to close out SG2; review existing ECP backlog and take action to develop and implement ECPs to reduce ECP backlog; review CMT data and take action to develop missing ILS products for incorporated ECPs to reduce ILS backlog. They were asked to develop processes and procedures for conducting the scope of work listed above. Later the team would develop a database capturing all lessons learnt for the greater benefit in moving forward. During the term of this engagement process and procedures for the efficient and effective management of the G2 GMC contract were to be developed.

FFGSPO Garden Island RF Communications and Electronic Systems Engineering Support

The Commonwealth sought professional assistance from HTR Engineering to provide a Consultant with significant previous exposure to engineering governance as mandated in ABR 6492 and ABR 5230 and with substantial previous experience with the FFG Class Electronic Systems and RF systems, and a good working knowledge of the FFG External Communication Systems, Ordnance and the FFG Combat Systems. The Commonwealth required an experienced Consultant to provide support to the Chief Engineer Platform Systems (CEPS) with: in-service support of fitted FFG Class external communication and electronic systems; advice on and investigations into Ordnance suitability, advice and investigations into other engineering aspects of the Platform.  EMI and RADHAZ investigation, including experience with TEMPEST, communication and electronic system analysis and advice / recommendations; Transmit / Receiver antennas radiation pattern analysis and report development; management of ES3701 development; and acceptance testing and provision of mentoring service to FFGSPO. These duties were to be undertaken, as directed by the FFG System Program Office (FFGSPO) Chief Engineer Platform Systems (CEPS).

HTR’s Engineer was tasked to oversee Radio Frequency Engineering which required him to manage EMI and RADHAZ issues. These tasks involved being the contact for the FFG Systems Program Office on matters relating to EMI / RADHAZ potential problems (personnel and ordnance). Also, Electronic Systems engineering services. By providing engineering input both theoretical and practical to matters related to the installation of Electronic Systems installed the Australian Navy Adelaide Class Frigates. Also, act as FFG SPO point of contact on all matters related to Electronic Systems. The other main area of responsibility was the FFG Class RF/ antenna and other technical and engineering services. He was acting as a general engineering knowledge for the FFG Systems Program Office and Navy Office in areas related to the areas concerned with RF/antenna matters. He would provide, as required to the FFG Systems Program Office and Navy Office, details of the overall system and inter-system level of electrical and electronic connectivity of communications, combat system and navigation systems fitted to the FFG. The HTR Engineering Consultant was expected to provide a mentoring capability to other staff less experienced in aspects of Navy Engineering. He would assist the FFG SPO staff in addressing FFG Class Radio Frequency Engineering contract matters. And finally, Factory Acceptance Testing of ES-370. He would attend Factory Acceptance Testing as Commonwealth Representative of ES 3701 system.  This required him to retain oversite of the development of the System and participate in trials and testing up to its full acceptance and Installation.

MATV SPO Marine Aviation Training Vessel (MATV) – Platform Engineering Maritime Systems

The Multi-Role Aviation Training Vessel (MATV) is being procured for use by Defence through the Contractors’ Asset Acquisition Program (CAAP). HTR Engineering continued support of MATV Procurement Phase 2 activities and is required to ensure that the vessel and its sub-systems provides the required functionality to meet Navy’s needs as stated in the MATV Function and Performance Specification (FPS) and CAAP New Vessel Solution (NVS).

The task includes the Operability, Maintainability and Safety of all systems are suitably addressed in the as-built system. Also, that risks are managed and updated as necessary, with risks identified as ‘high’ or larger are reported to Defence. Also, that the Verification and Validation (V&V) program addresses all necessary platform requirements and for the provision of all Technical and Technical Data deliverables to meet Technical Acceptance and Final Acceptance milestones. By end of Q4 2016 HTR Engineering conducted Harbour Acceptance Test Readiness Review (Hai Phong, Vietnam). By the end of Q2 2017 HTR Engineering will participate Harbour Acceptance Testing (HAT) (Hai Phong, Vietnam) and conduct Sea Acceptance Testing (SAT) (Hai Phong, Vietnam). Finally we will conduct a Technical Acceptance Audit.

AASSPO NAVY Amphibious and Afloat Support Group AASGRP Training Delivery and Assessment

The RAN sought to engage a HR specialist to establish policy and business plans for the LHD Ship Class – Amphibious and Afloat Support Group. HTR’s Consultant was asked to represent the Amphibious and Afloat Support individual training requirements (iaw QMS Quality Training and Ongoing Training requirements) as part of AASGRP reporting, management and business planning processes. She was to manage AASGRP workforce relationships with stakeholders such as NPCMA, DNCM and Training Authorities for the coordination of individual training. She would also evaluate training management reviews and workplace assessment processes for AASGRP. This would include the monitoring of individual training requirements that contribute to the delivery of the amphibious capability, taking action, in concern with the platforms, to assist in the rectification of personnel training deficiencies (iaw QMS Preparedness and Deficiency Reporting requirements). Her primary task was to ensure that personnel training meets class society certification requirements (iaw QMS Classification Society Surveys), taking action where deficiencies were identified, and if required provide support to the platforms to ensure ship’s staff have achieved necessary training requirements IAW mandated requirements.

Her role also required her to review, and where necessary update, training aspects of supporting documentation associated with the AASGRP. Furthermore, she had to monitor and advise AASGRP CM and COMSURF on the cumulative effect of personnel deficiencies on capability for the Amphibious ships. The HTR Engineering Consultant was also involved with providing advice on the development of the Amphibious Long Range Preparedness Plan and individual training requirements. Whereby she would coordinate the delivery of amphibious, platform specific, individual training courses.

MGISPO – SEA1771 Phase 1 Engineering Support Team for MGISPO

HTR Engineering was asked to support Project SEA1770 Phase (Ph) 1 – Rapid Environmental Assessment (REA) and that the Commonwealth sought expertise in Engineering Support. HTR’s Consultants are providing systems engineering and technical support project SEA1770 Ph1.  There is a need for subject matter expertise to support the conduct of design reviews and the review of Prime Contractor Deliverables. MGISPO is a Land Technical Regulatory Framework (TRF) Accredited Engineering Organisation, which has been assigned as the lead TRF for SEA1770 Ph1. HTR Engineering is assisting in the certification activities. These will include both the Navy Regulatory System (NRS) and the Technical Regulation of ADF Materiel Manual – Land (TRAMM-L). HTR Engineering is assisting the development and implementation of the following technical project artefacts: Test and Evaluation Master Plan (TEMP) We will submit a mature draft of the TEMP. Also, submit a mature draft Project Certification Plan (PCP) and System Safety Management Plan (SSMP), and a Safety Case Outline (SCO). Also, we will update the Engineering Management Plan (EMP) and submit a mature draft of the EMP. HTR Engineering was also tasked to facilitate the review of, and document the findings of the following Detailed Design Review (DDR) technical CDRL items for the Mobile Meteorological and Oceanographic Team System (MMT), Fly-Away Survey Kit System (FASK), and the Survey Craft (SC).

 SEA1000 – Future Submarine Program (FSP) Project Coordination Support

The SEA1000 Future Submarine Program (FSP) continues planning to provide the Australian Defence Force with its next generation of submarine capability beyond the planned withdrawal of the Collins Class submarine. The new class of submarines, known as the Future Submarine (FSM), will be conventionally powered, and required to operate across a wide range of extreme environmental conditions and operational scenarios, which include long transit ranges with limited organic support. The objective of this Tasking Statement was to engage a Project Coordinator in Canberra.  HTR Engineering was to provide a time and materials based quote for a Project Coordinator for 240 work days.

Our Consultant was engaged to provide Project Coordination Support to the FSM Program Planner in order to support the Future Submarine Program Office. Our Consultant was tasked to assist in the preparation of a Project Management Plan to articulate for internal and external stakeholders key concepts for managing the Future Submarine Program. Also, she was required to work with the FSM team to clarify the structure and scope of the program and create a high-level Work Breakdown Structure (WBS) in support of the program that provides clarity of the scope of the program and provides the necessary flexibility to manage changes as they occur. Also, we were to work with the FSM team to create a framework for cost structures based upon the WBS and generate the framework and templates required for cost reporting and cost forecasting to support the FSM Program.
